Is New Construction or Resale Better in Eagle Mountain Right Now?

By Joshua Sterling, REALTOR®, RE/MAX Associates ·

For many Eagle Mountain buyers this fall, new construction gives the lower monthly payment, because builders are offering incentives like rate buydowns while 30-year rates sit around 7.3%. Resale often wins on lot size, finished yards and established streets, and with about seven months of supply, resale sellers are negotiating too. The better choice comes down to which matters more to you: the lowest payment or a more finished home.

What are builders offering in Eagle Mountain right now?

Eagle Mountain has about 30 new-construction communities listed as of October 2026, according to Kris Bowen Real Estate. Statewide, about 1 in 4 communities with homes for sale advertise a dollar incentive, and the typical largest offer is about $20,000. Many of those offers are tied to the builder's preferred lender (57 of 136).

Two things to know:

  • An incentive spent on a rate buydown usually lowers your payment more than the same dollars taken off the price.
  • First-time buyers may qualify for Utah's First-Time Homebuyer Assistance Program: up to $20,000 toward a new-construction home at or below $450,000, run by Utah Housing Corporation.

Why is resale more negotiable than it was a year ago?

Eagle Mountain had 512 active listings in September 2026 and about seven months of supply, according to Best Utah Real Estate. Homes still sold close to list price (about 99.8% to 99.9%), with a median sale price of about $505,000 to $510,000 and a median of 36 to 57 days on market, depending on the source (see Redfin). More time on market means more room to ask a resale seller for closing costs or a buydown of your own.

How do you compare the two fairly?

Compare the monthly payment and cash to close, not the list price. Ask the builder for a loan estimate with and without their lender, get one from your own lender, and add what you'd spend to finish the home (landscaping, fencing, blinds). Then line it up against a resale home with seller concessions. Bring your own agent on your first model-home visit, since many builders only register a buyer's agent on that first visit.

Frequently asked questions

Is new construction cheaper than resale in Eagle Mountain?
Not always on price, but often on payment, when builder incentives go toward a rate buydown. Compare loan estimates side by side.
Do I need my own agent to buy from a builder?
It's smart. The builder's sales rep works for the builder. Your agent can compare incentives across communities and review the contract, and you can ask each builder whether they cover the buyer's agent fee.
Can I use Utah's $20,000 first-time buyer help on a resale home?
No. That program is for new construction at or below $450,000. Resale buyers can look at other Utah Housing Corporation loans.
